MICT UA - Connecting Talent and Future in Ukraine

Building structured international education and return pathways for Ukrainian talent

MICT UA is an independent initiative by Kalden-Consulting focused on addressing one of the key challenges for Ukraine's future: the sustainable development, international qualification, and potential return of young talent.

The name MICT is derived from the Ukrainian word “міст”, meaning “bridge”. It reflects the core idea of the initiative: building connections between international education opportunities and long-term perspectives in Ukraine.

Challenges

Ukraine is facing a set of interconnected demographic, societal, and structural challenges, significantly intensified by the ongoing Russian war of aggression and terrorism.

Together with their parents, a large number of young people have left the country — many of whom will be critically needed for Ukraine’s long-term reconstruction, economic development, and societal stability. This includes not only current students, but entire younger generations whose future contribution will be essential to compensate for the severe human and demographic losses caused by the war.

At the same time, a growing number of Ukrainian children and young people are becoming deeply integrated into foreign education systems and social environments. Many of them left Ukraine at a very young age — in some cases before entering the Ukrainian school system — and are now being educated and socialised entirely abroad. Ukrainian language and identity are, in some cases, maintained only as a secondary or foreign-language component, while their understanding of Ukraine is primarily shaped by pre-war narratives within their families.

This creates a structural disconnect that goes beyond physical absence: future generations risk losing not only institutional ties, but also social, cultural, and professional attachment to Ukraine. As a result, Ukraine is facing a long-term risk of talent loss at precisely the time when a highly qualified, internationally experienced workforce will be essential for successful reconstruction and sustainable development.

Concept Model

MICT UA focuses on the development of locally anchored cooperation models that enable the structured integration of young Ukrainians into education, work, and society in Ukraine. The initiative addresses a specific target group: young Ukrainians who have grown up or been educated abroad and who may lack sufficient language proficiency, institutional familiarity, and social connection to Ukraine.

1) Local Cooperation Structures

The core of the model is the establishment of cooperation between local administrative bodies, universities and companies. These actors jointly create the conditions for structured integration at the local level.

2) Paid Integration Phase

For participants who require language and social integration, a structured integration phase of approximately 6–9 months is proposed. This phase combines paid internships in companies and parallel Ukrainian language training. The internships are essential to ensure financial sustainability and accessibility for participants.

At the same time, this phase enables participants to:

  • develop practical work experience in Ukraine
  • improve their Ukrainian language skills in a real-life context
  • gain an updated understanding of Ukrainian society and identity.

This can be understood as a form of postponed or renewed socialisation within Ukraine.

3) Housing and Local Support

A key condition for implementation is the availability of affordable housing and local organisational support. For many participants, returning to their homeland Ukraine may feel comparable to studying abroad, as local structures, language, and everyday life need to be (re-)learned.

These elements are to be coordinated through the cooperation between municipalities, institutions, and companies.

4) Transition into Educationa and/or Employment

Once the required language level and basic integration are achieved, participants can transition into:

  • university studies in Ukraine, while continuing to work part-time in companies
  • or direct employment in participating companies

This creates a continuous pathway from initial integration to long-term participation in Ukraine’s economy and society.

Role of the Initiative

MICT UA is initiated and developed by Kalden-Consulting. Focus areas include:

  • concept development
  • structural design of integration pathways
  • network building between institutions

No direct recruitment or placement activities are carried out, as sustainable integration can only be achieved by local actors and institutions.

Current Status

The initiative is currently in a conceptual and network-building phase, and initial discussions are being conducted with:

  • universities in Ukraine
  • institutional stakeholders
  • potential international partners
